Chris Hani, Enoch Mgijima to appear before Legislature committee

Three Eastern Cape municipalities will appear before the Provincial Legislature’s Portfolio Committee on Cooperative Governance and Traditional Affairs tomorrow to account for poor audit outcomes and ongoing service delivery challenges.

The committee will engage Chris Hani District Municipality, Port St Johns Local Municipality and Enoch Mgijima Local Municipality on Tuesday, following a briefing by the Auditor-General on the latest local government audit results.

According to the Legislature, the municipalities will be represented by their full “Troikas” — the Executive Mayor, Speaker of Council and Council Whip — as well as Municipal Managers, Chief Financial Officers and MPAC Chairpersons. The MEC for COGTA will also be present.

The oversight session aims to assess municipal performance and progress in addressing governance and service delivery failures.

Key areas of focus include:
– Water supply challenges
– Financial viability and audit outcomes
– Basic service delivery and infrastructure development
– Use of consultants
– Disaster response and mitigation plans
– Good governance, political stability and other matters impacting performance

The meeting will be today 07 July 2026 at Dolly Mzaidume Committee Room
– 08:30 – 11:00: Chris Hani District Municipality – Presentation on State of the Municipality
– 11:00 – 13:00: Port St Johns Municipality – Presentation on State of the Municipality
– 14:00 – 16:00: Enoch Mgijima Local Municipality – Presentation on State of the Municipality

Provincial Treasury, COGTA, the Auditor-General, SALGA and the Special Investigating Unit are also expected to attend.

The engagements come as the AG’s 2024-25 report flagged 62 municipalities nationwide in “severe financial distress”, including Chris Hani District, Port St Johns and Enoch Mgijima among the Eastern Cape’s 13 worst-performing councils.
