Enoch Mgijima Keeps Acting Directors to Avoid Service Disruption
The Enoch Mgijima Special Council Meeting held on 19 March 2026 approved the extension of acting appointments for two key directorates, ensuring continuity of essential services to communities.
The Council resolved to extend the acting appointment of Thulani Malingatshoni as Acting Director: Technical Services and Jambase Magwentshu as Acting Director: Community Services for a further period of three months, effective 16 March 2026.
According to the council agenda, the extensions are necessitated by the failure to identify suitable applicants for the positions despite advertising and interviewing processes.
The Director: Corporate Services is re-advertising the positions in compliance with the Regulations on the Appointment and Conditions of Employment of Senior Managers.
According to the Council report, the Technical Services and Community Services Directorates provide essential services, including public amenities, parks, libraries, health services, and social development.
The acting appointments will ensure uninterrupted service delivery to communities.
“The extension ensures compliance with the legislative requirement that the position not remain vacant without appropriate administrative oversight,” the report stated.
The Acting Municipal Manager Aphiwe Mkhangelwa will notify the MEC responsible for local government in the Eastern Cape, seeking concurrence with the acting appointments.
“The current Acting Directors have demonstrated capacity to manage their respective directorates competently during the initial acting period, and continuity of leadership is in the best interests of the municipality,” stated the report.
It also stated that the financial implications of the extensions are minimal, with acting allowances funded from existing approved budgets.
“No additional budget provision is required. Council will be updated on progress at each ordinary Council meeting during the extension period. The Director: Corporate Services confirms that the positions will be re-advertised within the forthcoming two weeks, in compliance with relevant regulations.”
