Resident Calls for Probe Into Allegations Against Emalahleni Mayor

Akhona Peter, a concerned citizen, has written to Cogta MEC Zolile Williams and ANC secretary Fikile Mbalula, requesting a forensic investigation into allegations of misconduct by Emalahleni Local Municipality Mayor Nontombizanele Flowerdale Koni.

Peter alleges that municipal funds may be being used to fight personal litigation without a council resolution, potentially contravening the Municipal Finance Management Act (MFMA). He cites a case where municipal lawyers are allegedly being used to defend Koni in a personal lawsuit against Xolisile Pemba.

Peter said municipal funds may be being used to fight personal litigation, initiated by Koni, without a council resolution.

“Given the high potential of other councillors exploring similar avenues, potentially leading
to municipal disaster, I request your department to conduct a forensic investigation,” Peter said.

Peter said municipal lawyers are allegedly being used in a case that does not involve the municipality.

“I urge the ANC to take actions against Koni as she undermines the ANC,” said Peter.

Pemba, a former contract worker at the municipality, claims he was lured into an internship with the municipality, leaving a stable job at Old Mutual, and is now seeking redress for losses incurred. The municipality denies Pemba’s allegations, calling them “unfounded” and aimed at damaging the institution’s reputation.

Peter said the ANC needs to act on the allegations, and warns that failure to address the issue could undermine public trust and set a bad precedent for other councillors.

The municipality has appealed to Pemba to provide evidence to support his claims and to report to law enforcement agencies if he has proof.

Municipal spokesperson Luthando Nqumkana did not respond to Komani News questions despite promising to respond on Monday, 23 February, 2026.
