Celebrations as EMLM Team Completes 12-Month Finance Development Programme

There was joy and jubilation at Queens Casino in Komani today as Enoch Mgijima Local Municipality councillors and employees received Certificates of Competence after completing the Certificate Programme in Management Development for Municipal Finance (CPMD).

The programme, offered in collaboration with LGSETA and Miletrend Pty Ltd, formed part of a broader effort by the municipality to strengthen internal capacity and improve service delivery.

A total of 27 participants completed the class of 2025, consisting of 7 councillors and 20 municipal officials. The course ran for 12 months in Komani and focused on building strong financial management skills across the institution.


Municipality Aims to Strengthen Internal Capacity

Portfolio Head for Corporate Services, Councillor Papama Madubedube, said the programme was essential for improving the municipality’s overall performance.

She explained that the aim of CPMD was to enhance the skills and knowledge of both councillors and employees, ensuring that the impact of the training is felt across all municipal operations.

Madubedube said the municipality wanted the knowledge gained to benefit both the institution and the communities it serves, adding that Enoch Mgijima Local Municipality would continue seeking opportunities to build internal capacity.

A Step Toward Better Governance

The CPMD qualification focuses on financial management, governance, administration, and effective leadership in the public sector. For struggling municipalities—particularly those facing financial and service delivery challenges—capacity-building programmes of this nature are crucial.

With 27 newly certified participants now equipped with improved financial skills, the municipality hopes this milestone will contribute to more efficient operations, better decision-making, and strengthened service delivery within the Enoch Mgijima region.
