Molteno SAPS bids farewell to promoted Lt Col Winnaar

Molteno, Eastern Cape — Members of the South African Police Service (SAPS) in Molteno held a farewell function in honour of their former Station Commander, Lt Colonel HL Winnaar, following her recent promotion and transfer.

The event, held on 10 April 2026 at the Molteno Hotel, recognised her service and marked her move to take up a new role as Station Commander in Willowmore at the rank of Lieutenant Colonel.

Tribute and reflections

The programme opened with Pastor V Yakobi from Spiritual Crime Prevention, who read from Joshua 1:9 and encouraged members to remain focused and steadfast, emphasising faith and protection in leadership.

Sergeant SB Saula explained that the purpose of the event was to celebrate Lt Colonel Winnaar’s transition and to wish her success in her new position.

Colleagues reflected on her leadership and contribution during her time in Molteno.

Constable S Mogaono described her as professional and supportive, recalling an incident where she intervened during a difficult situation involving a member and a suspect. He said members would continue to uphold the standards she set.

Speaking on behalf of younger officers, Station Junior Detective Commander L Mayinjana highlighted her role in mentoring youth members and engaging with the community, including outreach initiatives at a local old age home.

Leadership recognised

Members of the kidnapping negotiation team, represented by Captain M Ngcofo, spoke about operational situations where Lt Colonel Winnaar demonstrated leadership and coordination.

Lt Colonel V Khanya and Lt Colonel Z Mzalisi described her as a dedicated colleague who assisted across different sections during staff shortages.

District Commissioner Major General Rudolph Adolph also acknowledged her work, noting her commitment and contribution during her time at both district level and as Station Commander in Molteno. He stated that crime decreased during her tenure and wished her well in her new role.

Career journey and community work

Lt Colonel Winnaar previously served at the District Office, where she worked at the Operational Command Centre and acted as Staff Officer to the District Commissioner.

She was appointed Station Commander in Molteno in 2022, where she was involved in station operations and community engagement initiatives.

During the farewell, she handed over certificates of appreciation to members involved in the “Journey of Hope” initiative, which included distributing shoes at schools in the district. She also recognised the Community Policing Unit (CPU) for their work.

A certificate and trophy were awarded to Sergeant Saula for commitment and service.

Emotional farewell

In her response, Lt Colonel Winnaar expressed both gratitude and emotion as she reflected on her time in Molteno. She spoke about the challenges she faced, including resistance to her management approach, as well as the importance of community engagement.

She thanked SAPS members, Spiritual Crime Prevention teams, and others who supported crime-fighting efforts and community programmes.

A family representative, Marlene Van-Huysteen, described her as a person with a strong sense of care for others.

The event concluded with messages of support as Lt Colonel Winnaar prepares to begin her new role in Willowmore.
