Emalahleni Municipality Appoints New Municipal Manager and Key Staff to Boost Service Delivery
CACADU – The Emalahleni Local Municipality has officially filled critical administrative vacancies, including the top position of Municipal Manager, following a series of employee assemblies held today across the region.
The announcements were made during sessions at the Cacadu Council Chamber, the Dora Vosloo Hall in Indwe, and the Dordrecht Town Hall. The primary objective of these gatherings was to introduce the newly appointed leadership and operational staff to the existing workforce, marking a significant step in stabilising the municipality’s administration.
Strengthening Municipal Capacity
The filling of these vacancies comes at a crucial time for the municipality, which includes the towns of Cacadu (formerly Lady Frere), Indwe, and Dordrecht. Residents and local businesses often rely on the stability of the municipal administration for consistent service delivery, billing accuracy, and infrastructure maintenance.
The new appointments span various levels of the organisation, addressing both strategic management and ground-level operations. By filling posts ranging from the Accounting Officer to general workers, the municipality aims to improve its responsiveness to community needs.
Key positions filled during this recruitment drive include:
-
Municipal Manager (Accounting Officer): The administrative head of the institution.
-
IDP and PMS Manager: Responsible for the Integrated Development Plan and Performance Management Systems.
-
Special Programmes Practitioner: Typically tasked with vulnerable groups and community development initiatives.
-
Public Participation and Customer Care Practitioner: A vital link between the council and the community.
-
Revenue Accountant: Essential for financial management and billing.
-
Administration Assistants and General Workers: The backbone of daily municipal operations.
Official Introduction and Leadership Response
Mayor Councillor Nontombizanele Koni, led the proceedings. Addressing the workforce, Mayor Koni confirmed that the recruitment process for the Municipal Manager concluded in December 2025. She officially announced Ms Thozama Madotyeni as the newly appointed Accounting Officer for the institution.
In her address to the staff, Mayor Koni expressed appreciation for the employees’ continued commitment to service delivery. She issued a strong plea to the workforce, encouraging them to “keep on doing their utmost best on doing what they are employed to do and beyond.”
The newly appointed Municipal Manager, Ms Thozama Madotyeni, immediately addressed the employees. According to the municipal report, Ms Madotyeni “urged employees to work in improving service delivery and to ensure that they offer quality services to the people.” She further committed to guiding and leading the workforce as they execute their duties.
Context of the Appointments
The role of the Municipal Manager is pivotal in South African local government. As the Accounting Officer, Ms Madotyeni holds the ultimate responsibility for the municipality’s financial health and the implementation of council policies.
The inclusion of an IDP and PMS Manager is equally significant. The Integrated Development Plan (IDP) is the super-plan for an area that gives an overall framework for development, while the Performance Management System (PMS) is used to track the progress of these goals. Filling this role suggests a renewed focus on strategic planning and accountability within the Emalahleni Local Municipality.
Furthermore, the appointment of a Revenue Accountant and Customer Care Practitioners indicates a focus on financial stability and improved resident communication—areas that are often points of contention in local government.
Moving Forward
The assemblies concluded with employees engaging with Mayor Koni and the Executive Management to welcome Ms Madotyeni and the other new colleagues.
Komani News will monitor how these new appointments impact daily operations and service delivery standards in Cacadu, Indwe, and Dordrecht in the coming months. Residents are encouraged to use official municipal channels to report service issues or engage with the new Customer Care practitioners.
