Emalahleni CFO Placed on Precautionary Suspension Pending Investigation

Emalahleni, Eastern Cape – The Chief Financial Officer (CFO) of the Emalahleni Local Municipality, Mrs Busisiwe Lubelwana, has been placed on precautionary suspension with immediate effect, pending an internal investigation.

Suspension Effective Immediately

The precautionary suspension takes effect from 17 November 2025 and will remain in place until the investigation is finalised. The municipality has stated that no further information can be released at this stage, as doing so could compromise the process.

Acting CFO Ensures Continuity

During the suspension period, municipal operations in the finance department will continue under the supervision of Mr Lwandile Juwele, who was previously appointed as Acting Chief Financial Officer. The municipality has emphasised that Mr Juwele’s role ensures continuity of financial management and administrative functions while the investigation proceeds.

Internal Process and Governance

The Office of the Municipal Manager has confirmed that the suspension and investigation are being handled internally, in line with the municipality’s policies and procedures. This is part of the municipality’s commitment to due process and proper governance.
