Mbhashe Municipality Swears In New UDM PR Councillor

Mbhashe Local Municipality has officially welcomed a new councillor into its ranks following a recent vacancy in Council.

On Tuesday, the Speaker of Council, Cllr Babalwa Majavu, officiated the swearing-in of United Democratic Movement (UDM) Proportional Representative (PR) councillor Livingstone Matiti.

Matiti, who previously served in the Mbhashe Local Municipality Council, took his oath of office during a formal ceremony led by the Speaker. His appointment follows the passing of PR councillor Yolisa Mhlathi, which created a vacancy in the Council.

Filling a council vacancy

The swearing-in marks a continuation of Council operations after the loss of Mhlathi. In line with local government processes, PR councillors are appointed through party representation to ensure that seats in Council remain filled.

Matiti’s return to Council means he is now able to fully participate in municipal decision-making processes, including Council meetings, oversight responsibilities, and service delivery discussions affecting residents in the Mbhashe area.

Speaker Majavu welcomed the newly sworn-in councillor and confirmed that all formal requirements had been completed, allowing him to begin his duties immediately.

During the ceremony, Majavu expressed confidence in Matiti’s ability to serve the community, stating that he is expected to uphold his oath and carry out his responsibilities with integrity.

She further wished him well in his role as he takes on the responsibility of representing residents and contributing to governance within the municipality.

While the municipality did not outline specific priorities for the new councillor, PR councillors typically play a key role in shaping policy, representing party positions, and ensuring accountability within Council structures.

Continuity in local governance

The appointment comes at a time when municipalities across the Eastern Cape continue to face ongoing service delivery challenges, making stability within council structures important for governance continuity.
