Chris Hani Among Districts Highlighted for Oversight

The Minister of Cooperative Governance and Traditional Affairs (COGTA), Mr Velenkosini Hlabisa, has intensified oversight following the tragic deaths of 48 initiates nationwide during the 2025 summer initiation season. The Eastern Cape and Free State recorded the highest fatalities, with districts including Chris Hani, Amathole, Buffalo City, and OR Tambo receiving heightened attention from authorities.

Enhanced Monitoring Across Affected Districts

In the Eastern Cape, authorities reported late pre-screenings and delayed reporting, particularly in Chris Hani and other districts. Provincial departments and municipalities have deployed additional resources and are conducting rescue interventions where illegal initiation schools are found. Rescued initiates will be accommodated at designated rescue centres to ensure their safety.

Nyandeni Local Municipality within Chris Hani has been identified as a hotspot, but monitoring and interventions continue across multiple districts until the end of January 2026.

Stakeholder Coordination

Minister Hlabisa convened a high-level meeting with Ministers, MECs, traditional leaders, SALGA representatives, and members of the National Initiation Oversight Committee (NIOC) to review provincial plans. The meeting highlighted that families and elders play the primary role in safeguarding initiates, with government and traditional leaders providing critical support.

Plans include daily inspections, decisive action against illegal initiation schools, and public awareness campaigns promoting safe and lawful initiation practices.

Preventing Further Loss of Life

Authorities in Chris Hani and other hotspot districts have been urged to maintain heightened vigilance. Minister Hlabisa confirmed that monitoring, rescue operations, and community awareness efforts will continue until the end of the summer season. Preparations for the winter initiation season are also underway, and a final stakeholder engagement will be held to consolidate lessons learned and strengthen preventative measures.
