MEC Williams Launches ‘Non-Negotiables’ Plan to Fix Failing Eastern Cape Municipalities

The Eastern Cape Department of Cooperative Governance and Traditional Affairs (CoGTA) is moving to address long-standing governance and service delivery failures in municipalities through the launch of a new Non-Negotiables Booklet aimed at restoring functionality and accountability in local government.

CoGTA MEC Zolile Williams will officially launch the booklet on 30 January 2026 in the Joe Gqabi District Municipality, marking what the department describes as a decisive intervention to halt municipal decline across the province.

Ongoing municipal challenges identified

According to CoGTA, several municipalities in the Eastern Cape continue to struggle with governance instability, weak accountability, legislative non-compliance, and poor service delivery.

These persistent challenges have limited the ability of local government to respond effectively to community needs.

MEC Williams said the provincial department has, over time, observed repeated operational failures that undermine municipal performance and public confidence in local government.

Clear standards introduced for all municipalities

In response, the province has developed Standard Operating Procedures (SOPs) that set out the minimum standards required for municipalities to function effectively.

These SOPs have been consolidated into a Non-Negotiables Booklet, which outlines mandatory actions and expectations for municipal leadership and administration.

“The Constitution mandates us to support, monitor, and strengthen municipalities so that they are effective, accountable, and responsive to the needs of our communities,” said Williams.

“We are therefore calling on all stakeholders to do what is required, on time, and to work better in improving municipal performance.”

Compliance described as mandatory

The department said the SOPs contained in the booklet are not optional. Failure to comply with these legislative prescripts, Williams warned, will continue to result in governance breakdowns and poor delivery of basic services.

The Non-Negotiables framework is intended to strengthen service delivery, promote sustainable development, and reinforce good governance across all municipalities in the province.

Clustered rollout across districts

The inaugural launch will take place at Bensonvale College in Senqu Local Municipality at 10h00, using a clustered approach that includes participation from Alfred Nzo and Chris Hani District Municipalities.

A second phase of the rollout is scheduled for February 2026, covering Amathole, OR Tambo, and Buffalo City Metro, followed by a third phase in March 2026 for Nelson Mandela Bay and Sarah Baartman District Municipality.

Practical demonstrations planned

To demonstrate immediate impact, the launch will include practical exhibitions such as pothole repairs, drainage system cleaning, disaster-readiness awareness, and town beautification initiatives.

“This launch marks the beginning of a decisive intervention to capacitate municipalities, reinforce accountability among political and administrative leadership, and mobilise all stakeholders to improve municipal performance,” Williams said.
