Budget Backed! ANC Promises Jobs and Service Delivery Push!
The African National Congress (ANC) in the Eastern Cape has reaffirmed its commitment to strengthening local government, preparing for upcoming conferences, and mobilising for the next local government elections following its Ordinary Provincial Executive Committee (PEC) meeting.
The meeting took place from 1–2 March 2026 in Qonce at Canon James Calata House.
National Leadership Engagement
The PEC meeting was attended by a representative of the party’s National Executive Committee, Khensani Kubayi, who addressed members. The provincial chairperson also delivered a political overview, while the provincial secretary presented reports from the Provincial Working Committee and tabled a draft organisational framework ahead of the provincial conference.
According to the statement issued on 3 March 2026, discussions were described as robust and focused on advancing the ANC’s mission in the province.
Support for National Budget
The PEC welcomed the recent national budget speech delivered by Finance Minister Enoch Godongwana.
The ANC in the province noted efforts aimed at economic stabilisation, infrastructure investment, and social development. However, it stressed the need for targeted interventions to address persistent challenges such as poverty, unemployment and inequality in the Eastern Cape.
2026 Theme: Fixing Local Government
The PEC endorsed the ANC’s 2026 theme, “A Year of Decisive Action to Fix Local Government,” as adopted by the National Executive Committee.
The party said this would involve intensifying efforts to improve service delivery, address governance challenges, and strengthen accountability across municipalities. The PEC committed to focusing on service delivery, local economic development and social justice initiatives.
ANCYL Provincial Congress
The PEC congratulated the African National Congress Youth League (ANCYL) on what it described as a successful and united provincial conference.
The statement highlighted youth development, economic transformation, education and skills development as key priorities emerging from the congress. The PEC reaffirmed its commitment to supporting young people in the province.
Conference Preparations Underway
The PEC confirmed that the Amathole Regional Conference will take place from 20–22 March 2026.
It also reaffirmed readiness for the provincial conference scheduled for 27–30 March 2026. The PEC adopted the roadmap, rules and conference committees. The cut-off date for Branch General Meetings (BGMs) was extended from 8 March to 15 March to allow branches additional time to finalise preparations.
The Provincial Conference, held every four years, is the highest decision-making body of the ANC in the province. It receives reports, determines strategic direction and elects provincial leadership.
Local Government Elections
Reflecting on the upcoming local government elections, the PEC emphasised the need to strengthen organisational structures and campaign readiness.
The party committed to mobilising communities and consolidating branch and regional structures to secure electoral support in the Eastern Cape.
Integrity Commission Report
The PEC received a report from the Provincial Integrity Commission regarding Lusanda Sizani, regional chairperson in the Chris Hani region.
Following deliberations, the PEC resolved unanimously that Sizani will remain in office, stating that the matter does not place the organisation into disrepute. The issue was declared closed.
Alliance and International Solidarity
The PEC highlighted the importance of strengthening relations within the tripartite alliance, including the South African Communist Party (SACP), Congress of South African Trade Unions (COSATU), and South African National Civic Organisation (SANCO).
On international matters, the PEC expressed solidarity with oppressed peoples globally and reiterated support for Palestinian self-determination. It also condemned violence and civilian casualties in conflict zones.
Condolences
The PEC conveyed condolences to the families of Debra Komose, Billy Nel and XYZ Goduka for their service to the ANC.
It also extended sympathy to victims of natural disasters and conflicts both in South Africa and internationally.
Call for Unity
In closing, the PEC called on members and communities to remain united and focused on building a non-racial, democratic and prosperous society.
